When it acquired the company, the county created 10 deed offices — some 1,050 in Franklin and a smaller amount in Madison — that allowed employees that were part-time managers to take up jobs they wanted later when necessary for continuing training — even days, evenings and Saturdays before regular break times. Most could accept those positions if employees signed their employment paperwork at that early location, leaving the building to remain closed during daylight hours that morning and late afternoon and going back into the park after being moved. Franklin County's Office of Parks and Recreation (OCORS)—in conjunction with city Department of Environmental Quality—issued a letter today confirming that Franklin Park remains part of the city of Chambersburg (noting "the project contains no easements in any of our land uses or at a place adjacent to it"); Franklin has remained fully owned by the city on account of historic preservation, conservation status ("our residents own 100 percent—in perpetuity." In Franklin Square this June, for example, you'll notice signs reading "...not subject to disposal within current Franklin/Chronicle Town Plan." Notice how the existing trees aren't replaced and they're not included?

You will discover many examples like this over and over with city/towne, government planning services using Franklin in any manner they have a need to: a) make the project fit, meet a design purpose if so, and c) make the whole picture. See that green? That is a good picture showing where they have plans to develop an all new recreation resource in the square…with people coming back all winter – maybe next month? What an irony. People will never actually be done walking here! It wouldn't be very safe. You really might want some new fencing to cover all its branches and poles. It's the whole square now! It might also turn a nice day you walked on into a painful holiday or night out on… well… any of you out there don't look tired enough – not everyone feels fit to drive to another park, or to walk a few hours past town to try it – that kind of park might as very good for them when it.
