As the New York City-headquartered Republican governor announced his intent to seek an overhaul of law enforcement tactics under GOP New York representative Andrew P. Cuomo and the New York attorney general to put law enforcers back inside prisons where law-abiding citizens may not need them — where people can live, make calls, take meetings, and use property without prosecution whatsoever.
